MPETITION RULES Updated 12-06-13 INTRODUCTION The Tri State Alpine Racing Association (T/S) is the official governing body under the United States Ski Association (USSA) in the tri-state region of Massachusetts, Connecticut and Rhode Island. As T/S is the liaison with the Eastern Region of USSA, T/S coordinates all alpine racing in this geographical area and complies with USSA competition regulations and other provisions of its by-laws. Mission Statement The mission of Tri State Alpine Ski Racing is to provide a safe, fair ski-racing venue, to promote camaraderie, competitiveness, athleticism and sportsmanship in grass roots programs. We strive to maintain national and international standards through membership in USSA and continual coaches’ education. We envision our athletes becoming solid, productive citizens of the community and leaders of their generation. We value the elements of individual achievement, teamwork and proper conduct in our athletes. ANY APPEAL SHOULD BE DIRECTED TO ANY BOARD/APPEALS MEMBER. Code of Conduct Tri State supports the Competition Regulations of USSA which provide a framework in which the various ski programs are developed and operated at all levels. It particularly endorses the policy for sportsmanlike conduct which states that competitors, coaches, officials or other personnel may be reprimanded, disqualified or suspended for conduct at USSA events that is prejudicial to the sport, as recommended by member organizations and so determined by a Division's Board of Directors. While affiliated with Tri-State and attending or competing in any USSA event, athletes, coaches and parents are expected to conduct themselves in an appropriate, sportsmanlike manner. Any athlete, coach or parent that is determined to have violated the Code of Conduct rules as delineated in the USSA Competition Guide may face disciplinary action or suspension of their athlete at the determination of the Tri-State Board of Directors. A Race Jury, or the Tri State Appeals Board, may prevent a racer disqualified for misconduct from competing in one or more future races. PARENTS CODE OF CONDUCT Do not force an unwilling child to participate in skiing. Children are involved in organized sport for their enjoyment, not yours. Encourage your child to participate according to the rules and good sportsmanship conduct. Teach your child that honest effort is as important as victory so that the result of each ski competition is accepted without undue disappointment. Turn defeat into victory by helping your child work toward skill development and good sportsmanship. Children learn by example. Applaud good runs by your team and by members of the opposing team. Do not publicly question the race officials' judgment or the gate judges. Support all effort to remove verbal and physical abuse from children's sporting activities. Recognize the value and importance of volunteers, officials and coaches. They give of their time and resources to provide recreational activities for your child. Become a volunteer yourself. ACADEMICS Tri State, the US Ski Association and the US Ski Team recognize the significance of education and encourage athletes to pursue academic goals. MEDICAL AND ACCIDENT INSURANCE USSA competitors are required to have valid and sufficient medical and accident insurance coverage and to accept full responsibility for the provision of coverage as a condition of participation in training and competition per the Acknowledgment and Assumption of Risk and Release Statement (provided when you signed your USSA agreement). It is recommended that proof of this insurance be carried with the racer and available at each race so that prompt medical or hospital care can be authorized, if ever needed. The USSA insurance program involves liability coverage and is not a medical or accident plan. Racers are encouraged to check with their own insurance policies and also with USSA for any additional applicable coverage. NOTE: HELMETS ARE MANDATORY FOR ALL EVENTS FOR ALL SKIERS! U18-U21 PROGRAM The Tri-State Alpine Racing Association (T/S) is the official governing body under the United States Ski Association (USSA) in the Tri-State region of Massachusetts, Connecticut and Rhode Island. It is the responsibility of T/S to organize competitions and to select quotas for Eastern Region USSA and F.I.S. events. T/S is not responsible for coaching, transportation, housing or chaperoning at any event. USSA MEMBERSHIP: All amateur ski racing in the United States comes under the organization of the United States Ski Association. Any skier wishing to compete in a USSA sanctioned race must first become a member of USSA with a valid competition license. This membership must be renewed each year. A USSA membership number is assigned when a skier first joins the organization and does not change as long as the skier retains their membership. A racer must put this membership number on every race entry form and must take this membership card to all races. T/S MEMBERSHIP: In order to be eligible for selection to a T/S quota, one must be a member of T/S. To qualify for membership in T/S one must either attend school in, train in, or reside in the T/S region. In addition to the USSA membership, an individual must join T/S. COMPETITION AGE GROUPS: Competitors are assigned to groups according to age, as follows: U18 16-17 yrs. U21 18-20 yrs. Seniors 21 & over Participation in all USSA sanctioned state, regional, and national events is fully explained in the USSA Competition Guide. Information about the USSA ladder system, membership, athlete's rights, competition rules, schedules, entering competitions, and many other important topics are included. Athletes and their parents who have questions should first consult their Competition Guide for the answer. Further questions should be directed through the athlete's coach. SELECTION METHODS FOR EASTERN REGIONAL EVENTS EASTERN REGION FIS EVENTS: The FIS is the international governing body of alpine ski racing. Regional FIS are the first rung on the international competition ladder. These races are seeded using FIS point rankings not USSA points and are scored to both the FIS and USSA points lists. Selection for these races is by regional and state quotas. A competitor who wants to be considered for selection to a FIS series must submit a Request Form to the Competition Chair three weeks prior to the first event. No competitor will be considered for selection without this request. This includes competitors who may be selected by the regional quotas. Selected athletes will be notified by the Competition Chair. A Quota Request Form is considered an athlete's intent to compete. Any athlete who does not participate in an event for which they are selected without informing the Competition Chair 48 hours prior to the Team Captain's meeting may be precluded from selection for future races. A separate Request must be submitted for each series an athlete wishes to attend. Notification: An athlete will be considered notified of selection by e-mail communication with either the athlete or the athlete's declared Head Coach. Requests are due three weeks prior to competition date .At this time the Tri-State office will generate and publish a ranking list for a particular event or series. (Located on the Tri-State Message Board)This ranking list will be in two parts. First will be a priority list filled according to Tri- State rules, second will be all other requests. Late requests will go at the end of the second group. All ranking will be by NTSM using SL and GS USSA points. Priority lists will be established by athletes achieving a point on a established point cut off in at least one event. They will remain constant throughout the season. Athletes will move into these lists as soon as they have results Men Points Women Points

All athletes within an age group are ranked NTSM After the first posting of the ranking list athletes who decide not to attend the competition are expected to withdraw their names as soon as possible to allow lower ranked athletes to move up the list. Athletes who abuse this system are subject to sanction. Athletes whose names are not pulled from the quota 24 hrs. prior to the team captains meeting and become pulls from the board or DNS at the competition will be sanctioned unless the absence is due to “force majeure”. The Tri-State office must make every effort to maintain communications during the critical 48 hours prior to the team captains meeting. All competitors qualified on the T/S quota must have prior FIS experience in each event/ OR coaches recommendation before they enter. Any athlete who qualifies to the Eastern Alpine Championships may choose to participate in the Eastern Finals instead. This does not allow another competitor to fill that quota and will not reduce the quota to the Finals. Selection will be from the races listed on the T/S schedule. Place points will be scored for each race eliminating out of state competitors. Best two out of four results will be added together and lowest scores will qualify. First tie-breaker will be the best race. Second tie-breaker will be the third race points The third tie-breaker will be best race results. JUNIOR U16 (1998-1999), U14 (2000-2001), U12 (2002-2003) PROGRAM (updated Oct 2013) INTRODUCTION and General Overview Welcome to the competition season. The following is an explanation of the Tri-State Alpine Ski Racing Association Junior Racing Program, and rules to help you understand our program. This program has been developed for the tremendous young athletes we have in Tri State. Good luck to our U16-U12 group in your racing, ski fast, and have fun this season. The U16-U12 Program is run by the Tri-State Children’s Committee. The Children’s Committee is chaired by the U16-U12 Chairman and includes the Chairman from each of the three Tri-State regions. For the 2013-2014 Tri-State season, the children’s committee is as follows:
We take as our responsibility as parents, coaches, and Tri-State leaders, that the Tri-State Junior Race Program provide a safe, friendly, challenging, rewarding, and fun arena for our junior athletes to compete in. Our program is designed to “challenge and reward at every level.” We are a part of the USSA system including our talented and dedicated Tri-State member coaches at our member ski areas. We promote the recommendations of USSA in the development of ski racing fundamentals and have designed our program to follow the safety and level of challenge recommended for junior racers. It is the primary responsibility of the coaches to provide a challenging and rewarding atmosphere for their athletes to learn and exercise their ski racing skills. This competition system is designed to keep an athlete competitive and comfortable with their peers and surroundings, without exposing them to unnecessary pressure. U16, U14, U12 PROGRAM DESCRIPTION Age Classifications U16 – Ages 14 and 15 U14 – Ages 12 and 13 U12 – Ages 10 and 11 Age is determined as of December 31 of the current competition season.
Out of State Training Post-season teams and regional competition quota spots are available to qualified athletes that are affiliated and “actively training” with a program in the Tri-State region. Any athlete regularly conducting their training with a program that is not a recognized Tri-State member program is not eligible for Tri-State post-season teams and quota spots. It is recognized that some athletes may choose to pursue early-season training opportunities with other programs. These training activities must be completed by December 31st of the competition season, or a review of the activity may be conducted by the Eastern office and/or the Tri-State Competition Committee Chair. If the training activities are deemed in violation of the USSA rules governing such activity, further disciplinary action (up to and including suspension from competition) may be taken by the Tri-State Board of Directors at the recommendation of the Children’s Competition Committee Chair. Other athletes may have opportunities to visit out-of-state programs during the competition season. Tri-State does not discourage these activities. USSA Elite Athlete Events- Overview USSA sponsors events during the season for athletes that achieve top level success at the regional level. Junior athletes and parents are reminded that some current U.S. Ski Team members have not achieved top level success as junior racers and future elite level success in ski racing may occur as athletes mature. USSA Eastern Region has implemented a change for the 2013-2014 Elite Event selection process, Where in the past selections were made by the Tri-State Children’s Committee and forwarded to USSA Eastern Region by the Children’s Chairman, this year selection will be done solely by USSA Eastern Region staff. Tri-State athletes invited to attend these elite events will be notified by USSA Eastern Region through the Children's Competition Committee Chair. In the event that four complete runs cannot be contested in the championship weekend due to weather or any other circumstance, the selection method will be as follows: 1. best two (2) results of three (3) contested runs, or 2. best single (1) result of two (2) contested runs. In the event that the necessary number of runs is not able to be held, the Children’s Committee will convene to determine appropriate selection criteria for post-season quota teams. In case of selection order ties, the next best score (3rd) which is not included in the first calculation will be used. For continued ties, the racers 4th best finish will be used. In the case of an unbreakable tie using this system, then the best combined runs (2SL or 2GS) overall place point will be used. Ski Areas hosting a Championship event shall provide the results for each individual scoring run/race to a team captain from each participating team. The order shall be updated each season to reflect the current competition season, and the order of rotation will stay the same. For the 2013-2014 season the order will be EM, CYSL, WM. The seed list will then be separated into Run Groups labeled “A”, “B”, “C” and “D”. There will be a rotation of Run Groups in each run of the championship weekend. This rotation of Run Groups has been used in Tri-State for a number of years to ensure an equal opportunity for all seeded athletes to run near the front of the order during the championship weekend. The rotation will be as follows: Run 1 Run 2 Run 3 Run 4 A-B-C-D B-C-D-A C-D-A-B D-A-B-C Designation of Run Groups will be done at the time of seeding and will be dependent on the gender breakdown of athletes. The separation of Run Groups will be done on a percentage basis of athletes. i.e., the first 25% of seeded athletes will be designated Run Group “A”, the second 25% will be designated Run Group “B”, and so on. DQ’s and DNF’s from the first run of each day will run the second run in their seeded order.
