In todays healthcare
industry, health information is used for a variety of purposes other
than improving ones health. For example, in case of disability claims,
the same medical records are utilized to make a financial judgment
about the compensation that a person should receive. The first phase
of this study will provide an overview of the healthcare space with
definitions of existing health states, summary of policies and market
forces that influence the distribution of resources over the entire
healthcare arena, and defragmentation of this large problem set
into smaller meaningful components. In the second phase, the details
of varying needs and uses of EHR in each problem domain will be
outline. Detailed analysis will provide information about the generation,
operation, and transmission of the EHR within each state and how
changing from one state to another affects these three operations.
The final phase of this study will take three focus areas annual
medical exams, minimum data for health and disability uses, and
SSA and other EHR policies. The outcomes will be recommendations
that can influence the policy decisions regarding EHR systems for
disability evaluations and independent medical examinations.
