Tri-State Rules & Qualification Criteria

INTRODUCTION

The Tri State Alpine Racing Association (T/S) is the official governing body under the United States Ski Association (USSA) in the tri-state region of Massachusetts, Connecticut and Rhode Island. As T/S is the liaison with the Eastern Region of USSA, T/S coordinates all alpine racing in this geographical area and complies with USSA competition regulations and other provisions of its by-laws.

Mission Statement

The mission of Tri State Alpine Ski Racing is to provide a safe, fair ski-racing venue, to promote camaraderie, competitiveness, athleticism and sportsmanship in grass roots programs.  We strive to maintain national and international standards through membership in USSA and continual coaches’ education.

We envision our athletes becoming solid, productive citizens of the community and leaders of their generation.

We value the elements of individual achievement, teamwork and proper conduct in our athletes.

ANY APPEAL SHOULD BE DIRECTED TO ANY BOARD/APPEALS MEMBER.

Code of Conduct

Tri State supports the Competition Regulations of USSA which provide a framework in which the various ski programs are developed and operated at all levels. It particularly endorses the policy for sportsmanlike conduct which states that competitors, coaches, officials or other personnel may be reprimanded, disqualified or suspended for conduct at USSA events that is prejudicial to the sport, as recommended by member organizations and so determined by a Division's Board of Directors.

While affiliated with Tri-State and attending or competing in any USSA event, athletes, coaches and parents are expected to conduct themselves in an appropriate, sportsmanlike manner. Any athlete, coach or parent that is determined to have violated the Code of Conduct rules as delineated in the USSA Competition Guide may face disciplinary action or suspension of their athlete at the determination of the Tri-State Board of Directors.

A Race Jury, or the Tri State Appeals Board, may prevent a racer disqualified for misconduct from competing in one or more future races.

PARENTS CODE OF CONDUCT

o Do not force an unwilling child to participate in skiing. Children are involved in organized sport for their enjoyment, not yours. o Encourage your child to participate according to the rules and good sportsmanship conduct. o Teach your child that honest effort is as important as victory so that the result of each ski competition is accepted without undue disappointment. o Turn defeat into victory by helping your child work toward skill development and good sportsmanship. o Children learn by example. Applaud good runs by your team and by members of the opposing team. o Do not publicly question the race officials' judgment or the gate judges. o Support all effort to remove verbal and physical abuse from children's sporting activities. o Recognize the value and importance of volunteers, officials and coaches. They give of their time and resources to provide recreational activities for your child. Become a volunteer yourself.

ACADEMICS

Tri State, the US Ski Association and the US Ski Team recognize the significance of education and encourage athletes to pursue academic goals.

MEDICAL AND ACCIDENT INSURANCE

USSA competitors are required to have valid and sufficient medical and accident insurance coverage and to accept full responsibility for the provision of coverage as a condition of participation in training and competition per the Acknowledgment and Assumption of Risk and Release Statement.( provided when you signed your USSA agreement) It is recommended that proof of this insurance be carried with the racer and available at each race so that prompt medical or hospital care can be authorized, if ever needed. The USSA insurance program involves liability coverage and is not a medical or accident plan. Racers are encouraged to check with their own insurance policies and also with USSA for any additional applicable coverage.

NOTE: HELMETS ARE MANDATORY FOR ALL GS/SL EVENTS FOR ALL SKIERS!

GENERAL COMPETITION GUIDELINES

You must be a classified alpine member of USSA Competition in order to compete in T/S. You must present your competition license to the race organizers on the day of the race. Failure to do so may result in your not being able to race that day. You must fill out all entries neatly and completely. Do not use nick names. You may not be able to race if your entries are not filled out correctly. Enter your complete SEVEN DIGIT USSA/EASTERN number to assure credit on a USSA seeding list.

YOU SHOULD KNOW AND UNDERSTAND ALL THE RULES PERTAINING TO SKI RACING AND SAFETY.

Schedule Changes It is YOUR responsibility to check on whether or not races have been postponed or canceled. Race committees cannot notify each racer.

REMEMBER that you can call the racer information number at the USSA/ Eastern Office for the latest race information. If you have any questions concerning T/S, contact your coach program director, regional board member, or the event race secretary. Seeding of races is based on the race record as indicated on the National Seeding List. Race seeding is NOT the responsibility of T/S. T/S race fields may be large; therefore, Race Organizers may not take late entries, unpaid entries or telephone entries. Check the Competition Guide for proper deadlines. Race organizers are under no obligation to accept entries that do not meet established standards.

Competitors may withdraw entries without loss of fee paid until 5:00 p.m. on the day before the eve of the race or the first day of training (DH/SG). After that time, the racer may withdraw without forfeiture or entry fee only if the entrants can prove his/her inability to compete is due to force majeure.

JUNIOR I, II PROGRAM

The Tri-State Alpine Racing Association (T/S) is the official governing body under the United States Ski Association (USSA) in the Tri-State region of Massachusetts, Connecticut and Rhode Island. It is the responsibility of T/S to organize competitions and to select quotas for Eastern Region USSA and F.I.S. events. T/S is not responsible for coaching, transportation, housing or chaperoning at any event.

USSA MEMBERSHIP: All amateur ski racing in the United States comes under the organization of the United States Ski Association. Any skier wishing to compete in a USSA sanctioned race must first become a member of USSA with a valid competition license. This membership must be renewed each year. A USSA membership number is assigned when a skier first joins the organization and does not change as long as the skier retains their membership. A racer must put this membership number on every race entry form and must take this membership card to all races.

T/S MEMBERSHIP: In order to be eligible for selection to a T/S quota, one must be a member of T/S. To qualify for membership in T/S one must either attend school in, train in, or reside in the T/S region. In addition to the USSA membership, an individual must join T/S.

COMPETITION AGE GROUPS: Competitors are assigned to groups according to age, as follows:

Jr. II 15-16 yrs. Jr. I 17-19 yrs. Seniors 20 & over

Participation in all USSA sanctioned state, regional, and national events is fully explained in the USSA Competition Guide. Information about the USSA ladder system, membership, athlete's rights, competition rules, schedules, entering competitions, and many other important topics are included. Athletes and their parents who have questions should first consult their Competition Guide for the answer. Further questions should be directed through the athlete's coach.

SELECTION METHODS FOR EASTERN REGIONAL EVENTS

EASTERN REGION FIS EVENTS

The FIS is the international governing body of alpine ski racing. Regional FIS are the first rung on the international competition ladder. These races are seeded using FIS point rankings not USSA points and are scored to both the FIS and USSA points lists. Selection for these races is by regional and state quotas.

A competitor who wants to be considered for selection to a FIS series must submit a Request Form to the Competition Chair three weeks prior to the first event. No competitor will be considered for selection without this request. This includes competitors who may be selected by the regional quotas. Selected athletes will be notified by the Competition Chair. A Quota Request Form is considered an athlete's intent to compete. Any athlete who does not participate in an event for which they are selected without informing the Competition Chair 48 hours prior to the Team Captain's meeting may be precluded from selection for future races. A separate Request must be submitted for each series an athlete wishes to attend.

Notification: An athlete will be considered notified of selection by e-mail communication with either the athlete or  the athlete's declared Head Coach.

T/S Quota 5 men and  5 women

Only athletes who have submitted a Quota Request Form will be considered for selection.  Requests are due three weeks prior to competition date .At this time the Tri-State office will generate and publish a ranking list for a particular event or series. (Located on the Tri-State Message Board)This ranking list will be in two parts.  First will be a priority list filled according to Tri- State rules, second will be all other requests.  Late requests will go at the end of the second group.  All ranking will be by NTSM using SL and GS USSA points.Priority lists will be established by athletes achieving a point on a established point cut off in at least one event. They will remain constant throughout the season. Athletes will move into these lists as soon as they have results

After the first posting of the ranking list athletes who decide not to attend the competition are expected to withdraw their names as soon as possible to allow lower ranked athletes to move up the list.  Athletes who abuse this system are subject to sanction.  Athletes whose names are not pulled from the quota 24 hrs. prior to the team captains meeting and become pulls from the board or DNS at the competition will be sanctioned unless the absence is due to “force majeure”.   The Tri-State office must make every effort to maintain communications during the critical 48 hours prior to the team captains meeting.

POST-SEASON TEAMS:

Tri-State Athletes have 72 hours to send their entry fees to  the Tri-State office after the announcement of post-season rosters. After 72 hours, Tri-State will start contacting alternates in order of qualifying position.

EASTERN  ALPINE CHAMPIONSHIPS  : FIS level series; four events, DH, SG, GS, SL.

T/S Quota  5. ( 3 Men, 2 Women) Quota as per vote of Tri-State  Board of Directors at Fall Meeting.

State quotas represent one team. If competitors choose not to enter certain events, those spots will not be filled by other athletes. All competitors qualified on the T/S quota must have prior FIS experience in each event/ OR coaches recommendation  before they enter. Any athlete who qualifies to the Eastern Alpine Championships  may choose to participate in the Eastern Finals instead. This does not allow another competitor to fill that quota and will not reduce the quota to the Finals.Selection will be from the races  listed on the T/S schedule. Place points will be scored for each race eliminating out of state competitors. Best two out of four results will be added together and lowest scores will qualify. First tie-breaker will be the best race. Second tie-breaker will be the third race points The third tie-breaker will be  best race results.

EASTERN FINALS: USSA Regional series; four events, DH, SG, GS, SL.

T/S Quota 19   (by Ratio of membership of this age category, men to women)

States may elect to divide their quota differently between men and women, up to two   athletes. T/S will only add to one quota or the other if one quota cannot be filled. Quotas are for the whole series and competitors cannot be interchanged for different events.

T/S competitors must have coaches' recommendation and/OR prior speed event experience (DH, SG, or state level      peed camp) to participate in DH or SG. Selection will be the same as for Eastern Alpine Championships.

EASTERN JR. II CHAMPIONSHIP: USSA Regional Series; three events, 2SG, GS, SL.

T/S Quota 9  (by Ratio of membership of this age category, men to women

  • Named athletes will need to make a choice to either participate at the new Jr II Eastern Championships or decline the spot and continue in the qualifying procedure to the newly created USSA Eastern Alpine Championships (see description below).
  • Athletes must commit to or decline their spot to Jr II Eastern Championships at the time of Team selection. If the athlete decides to decline they can continue on to qualify to USSA Eastern Alpine Championship or Eastern Jr I-II Finals

Selection same as for Finals. and Eastern Alpine Championship Participation in SG needs coaches recommendation and / OR prior speed event (DH, SG, or state level speed camp) experience.

A competitor who would like to compete in more than one post season event needs to submit a petition/request to the committee chair within 24 hours after season points have been calculated. The athlete MUST specify which events they would like to participate in. They will need to prioritize the first event of interest and then the possible second. If after the normal quota selection process and any non-qualified petitioners are selected the quota remains incomplete, they may providing they are not foregoing one event for another.

ANY NON-TRI-STATE OUT OF REGIONAL QUOTAS

Participation at Regional JR. Events requires entry from both the state organization and the individual competitor. Competitors must send T & E card with entry fees to the race organizers. T/S Quota Request form must be sent to the Competition Chair three weeks prior to the event. The T/S Quota Request Form is to be used to confirm an athlete's intent to participate in any Regional competition that is subject to state quotas. An athlete will not be considered for a quota selection until this form is received by the State Competition Chair. If an athlete submits this form and does not participate in a competition in which the athletes selected without notifying the State Chair at least 48 hours prior to the event, that athlete may be precluded from selection for future races.

Notification: An athlete will be considered notified of selection by telephone communication with the athlete or the athlete's declared Head Coach.

Competitors at all Regional Events must be represented at team captains' meetings by a coach. All competitors participating in regional speed events must have a coach in attendance throughout the duration of the event. It is the responsibility of each competitor to make these arrangements. T/S will instruct race organizers to remove any competitor from the event who is not properly represented. T/S will assign a Team Captain for each regional event. The Team Captain's responsibility will be to represent T/S on quota issues and in team votes. The Team Captain is not responsible for individual competitor's representation or coaching.

We take as our responsibility as parents, coaches, and Tri-State leaders, that the Tri-State Junior Race Program provide a safe, friendly, challenging, rewarding, and fun arena for our junior athletes to compete in. Our program is designed to “challenge and reward at every level.”

We are a part of the USSA system including our talented and dedicated Tri-State member coaches at our member ski areas. We promote the recommendations of USSA in the development of ski racing fundamentals and have designed our program to follow the safety and level of challenge recommended for junior racers.  It is the primary responsibility of the coaches to provide a challenging and rewarding atmosphere for their athletes to learn and exercise their ski racing skills.

This competition system is designed to keep an athlete competitive and comfortable with their peers and surroundings, without exposing them to unnecessary pressure.

 J345 PROGRAM DESCRIPTION

Regional Competition

Athletes will compete within their respective region. There are three regions within the Tri-State Ski Racing Association: Connecticut, Eastern Massachusetts, and Western Massachusetts.  Each region sets its own format and structure and elects a chairman to coordinate competitions.  Special agreements between regions of Tri-State for cross-regional competition may be developed in the future, but currently the only opportunity is at the Tri-State championships, and at selected J1,2 races that are open to 2nd year J3’s (see schedule).  Tri-State Post-Season Championships for our top J3 and J4 racers are cross-regional within Tri-State.  Competition outside of Tri-State is by invitation within the USSA system based on a Tri-State “quota” basis.  If you have any questions pertaining to regional competition, contact your Regional Chair.

Out of State Training

Post-season teams and regional competition quota spots are available to qualified athletes that are affiliated and “actively training” with a program in the Tri-State region. Any athlete regularly conducting their training with a program that is not a recognized Tri-State member program is not eligible for Tri-State post-season teams and quota spots.

It is recognized that some athletes may choose to pursue early-season training opportunities with other programs. These training activities must be completed by December 31st of the competition season, or a review of the activity may be conducted by the Eastern office and/or the Tri-State Competition Chair.  If the training activities are deemed in violation of the USSA rules governing such activity, further disciplinary action (up to and including suspension from competition) may be taken by the Tri-State Board of Directors at the recommendation of the J345 Competition Chair.

Other athletes may have opportunities to visit out-of-state programs during the competition season.  Tri-State does not discourage these activities. However, the J345 Competition Chair must be notified of the location and duration of the training in advance. Notification MUST be made to the J3,4,5 competition chairman by email (hanlonboys@verizon.net) in advance of attending the training camp an example of this type of training might be attending a FLEX session at GMVS, or a FAST week at SMS.  Training activity that is in violation of the USSA rules may result in a review of the activity by the Eastern office and/or the Tri-State J345 Competition Chair. If the training activities are in violation of the USSA rules, further disciplinary action (up to and including suspension from competition) may be taken by the Tri-State Board of Directors at the recommendation of the J345 Competition Chair.

Any athlete found to be a simultaneous member of any other state organization will be disqualified from eligibility for any Tri-State quota spot or post-season team.

Tri State Membership Deadline for Quota Selection or Post-Season Eligibility

                December 1st for renewal members

                December 31st for new members

Athletes must renew their USSA and Tri-State memberships before the selection deadlines to be eligible for quota selections.

USSA Elite Athlete Events

USSA sponsors events during the season for athletes that achieve top level success at the regional level.  Junior athletes and parents are reminded that some current U.S. Ski Team members have not achieved top level success as junior racers and future elite level success in ski racing may occur as athletes mature.

For some events the athletes are selected by the Tri-State Children’s Committee and forwarded to USSA – East by the J345 Chairman.  Tri-State athletes invited to attend these elite events are selected according to the process described in each event section.  Further information is available on the USSA website.

Regional Chairs must notify the J345 Chairman, as soon as possible regarding racers who are selected but who will not attend the championships and identify alternates, if any, who would take their place.

Tri-State Championships Races Seeding

Each of the three regions of Tri-State, Western Massachusetts, Eastern Massachusetts, and Connecticut will submit a seeded list of its entries by gender to the Junior Chair for each of the J3 and J4 championship series based on the respective regions qualification procedures.  The seeding lists will be combined to form the start order that will be used for both the Slalom and Giant Slalom events.  The start order will be provided to the host ski area one week prior to the event.

Each of the top seeded racers from each region (seed of 3) will be followed by the second seeded racers (seed of 3) from each region, and so on. For the 2002-03 season, the order of seeding within each group will be Connecticut, followed by Western Massachusetts, followed by Eastern Massachusetts. The order shall be updated each season to reflect the current competition season, and the order of rotation will stay the same. For the 11-12 season the order will be CYSL, WM, EM.

“Automatic Invitees” to the Championships will be seeded based on their current season results and respective qualifying order within their region.  “Automatics Invitees” who do not appear on their regional selection list within the current competition season will be seeded following all athletes who do appear on the regional selection lists, but no lower than a “B” seed.

The seed list will then be separated into Run Groups labeled “A”, “B”, “C” and “D”. There will be a rotation of Run Groups in each run of the championship weekend. This rotation of Run Groups has been used in Tri-State for a number of years to ensure an equal opportunity for all seeded athletes to run near the front of the order during the championship weekend. The rotation will be as follows:

Run 1                      Run 2                      Run 3                      Run 4

A-B-C-D  B-C-D-A  C-D-A-B  D-A-B-C

Designation of Run Groups will be done at the time of seeding and will be dependent on the gender breakdown of athletes. The separation of Run Groups will be done on a percentage basis of athletes. i.e., the first 25% of seeded athletes will be designated Run Group “A”, the second 25% will be designated Run Group “B”, and so on.

DQ’s and DNF’s from the first run of each day will run the second run in their seeded order.

Selection Procedures for Tri-State J3-4 Quota Teams for USSA Post Season Events

At each designated Tri-State Championship race, all participating athletes will compete in up to four (4) scheduled runs/races.  For each run/race within gender, place points will be awarded, corresponding to the racer’s actual finish place within that run/race. 1st =1, 2nd = 2 and so on. Each athlete will be scored using the sum of the best two finishes (on a place point basis) for the four runs. In the event that four complete runs cannot be contested in the championship weekend due to weather or any other circumstance, the selection method will be as follows:

1.      best two (2) results of three (3) contested runs, or

2.      best single (1) result of two (2) contested runs.

In the event that the necessary number of runs is not able to be held, the Children’s Committee will convene to determine appropriate selection criteria for post-season quota teams.

In case of selection order ties, a racers best scoring result will be considered.  For continued ties, the racers next best finish not used for scoring will be used.  This process will continue until a ranking order can be determined.  In the case of an unbreakable tie using this system, race points will be calculated for each run, and the competitor with the single lowest race point result will be ranked ahead of his/her fellow competitor.

Ski Areas hosting a Championship event shall provide the results for each individual scoring run/race to a team captain from each participating team. The official results from all Championship races shall be used for selection purposes. Tri-State Quota Teams seed orders submitted to USSA shall correspond to the final selection ranking orders from the Tri-State Championships.

Announcement of J3 and J4 Selections for Post Season USSA Events

Tri-State Quota selections to USSA Post season Events will be announced following the official scoring of the final event of the Tri-State Championship event.  If for any reason the announcement is not practical on the final race day, the selected athletes will be notified and selections will be posted on the Tri-State website as soon as possible. Appeals of selections may be made to the Children’s Committee through the Children’s Committee representative for the athlete’s region.
