(Part 1) : "Building Security & Emergency
Preparedness -- from the Design and Construction of the
Big Dig to the Operations and Maintenance of the
Metropolitan Highway
System"
Nationally-recognized security expert, Albert
Samano, will present the development of the security and
emergency prepardedness programs that were put into
place during the construction of the Central Artery/
Tunnel Project and for the resulting Metropolitan
Highway System. Specific topics will
include:
- Assessing threats and hazards during the
design and construction phase of the Central Artery/
Tunnel Project and resulting Emergency Preparedness
Program elements
- The changes that came about as a result
of September 11th
- Assessing threats and hazards during the
operations phase of the Metropolitan Highway System

Mr. Albert Samano is nationally recognized as one of the
premier experts on the design, development and
evaluation of emergency preparedness and security plans,
training, and documentation. Mr. Samano has
provided emergency response planning as well as
designed, developed and implemented improvements to
emergency management programs throughout the country and
for prominent New England clients, including: the
Massachusetts Turnpike Authority, Massachusetts Highway
Department, Pioneer Valley Planning Commission, City of
Newport (RI), and the Rhode Island DOT Incident
Management Task Force. |

Protecting Our
Infrastructure, (Part 2)
: "Designing and Implementing Security
at the Port of
Houston"
Noted speaker, Gregory Brandon, will present
the security issues present in a Design-Build contract,
spotlighting the use of TRC's Design-Build contract to
provide extensive master plan design and engineering
consulting services to the Port of Houston Authority
with respect to its new port-wide security
initiative. The Port of Houston is a 25-mile-long
complex that includes both the public and private
facilities of over 150 companies. It is the
largest port in the United States in terms of foreign
waterborne commerce, and second in the U.S.
in terms of tonnage (sixth overall in the world at
190 million tons). Specific topics to be covered
include:
- Assessment of existing operations, determining
needed security upgrades and implementing
construction, installation and deployment of those
upgrades
- Conducting Threat Vulnerability Assessments
- Master Planning process
- Port Infrastructure (physical and electronic)
Security System Design (CCTV and Access Control)
- Security Emergency Response Planning
- A Design-Basis Threat Matrix
