Principles of Design-Build Project Delivery

Students will come away from this course with the ability to:

  • Understand key teaming concepts, and how to make the "mental shift" needed to transition from traditional "Design-Bid-Build" to Design-Build as a project delivery method 
  • Describe the key players on a Design-Build team and the primary roles and responsibilities of each team member
  • Explain the difference between prescriptive and performance-based requirements, including the advantages and pitfalls associated with each
  • Describe the typical components of the RFQ/RFP process, including determination of selection criteria and qualifying a firm

Jeffery T. Hooghouse, AIA, DBIA, AVS
 
Jeffery T. Hooghouse is the Senior Architect at the Headquarters for the US Army Corps of Engineers, where he currently serves as the Deputy Chief Architect of the Corps.  Mr. Hooghouse is the Team Leader for the Corps' Standards & Criteria Team responsible for developing the guidance and policies for the Army's MILCON program, including the transformation implementation.  Mr. Hooghouse runs the dialy operations of the Architectural Community of Practice and is the Technical Expert for the Department of the Army (DA) in the areas of Industry Standards and Facilities Standardization Program.
 
His professional experience includes private industry Architectural practice with a background in Real Estate Development and Construction.  Mr. Hooghouse's Federal service began in 1990 as the Base Architect for the US Coast Guard-SCP.  From 1992 to present, he has served in the US Army Corps of Engineers (USACE), most recently as the lead architect for several of the Army's largest facilities initiatives, ranging in project size from $10B to $40B.  He served in Afghanistan as the US Central Command's Senior Advisor to the Ministry of Defense for Engineering & Installation Management.
 
Mr. Hooghouse is a Registered Architect, licensed in the District of Columbia; He holds undergraduate degrees in Engineering Technology and Management, and is currently working on an MBA in Contracts and Procurement.  He also holds a Certificate of Mastery in Design-Build and a Designated Design-Build Professional with DBIA, and is Certified as an Associate Value Specialist by SAVE International.
