CONSTITUTION Of WORCESTER POLYTECHNIC INSTITUTE PANHELLENIC COUNCIL December 1, 2002
ARTICLE I. NAME
The name of this organization shall be the Worcester Polytechnic Institute Panhellenic Council.
ARTICLE II. OBJECTIVE
The objective of the Panhellenic Council shall be to develop and maintain fraternity life and interfraternity relations at a high level of accomplishment and in doing so to:
Consider the goals and ideals of member groups as continually applicable to campus and personal life.
Promote superior scholarship as basic to intellectual achievement.
Cooperate with member fraternities and the college administration in concern for and maintenance of high moral and social standards.
Act in accordance with the National Panhellenic Conference UNANIMOUS AGREEMENTS and policies.
Act in accordance with such rules established by the Panhellenic Council that do not violate the sovereignty, rights, and privileges of member fraternities.
ARTICLE III. MEMBERSHIP
There shall be two classes of membership: Regular and Associate
The regular membership of the Worcester Polytechnic Institute Panhellenic Council shall be composed of all chapter members in good standing of National Panhellenic Conference fraternities at Worcester Polytechnic Institute.
The associate membership of the Worcester Polytechnic Institute Panhellenic Council shall be composed of all members in good standing of National Panhellenic Conference colonies or pledged chapters.
ARTICLE IV. OFFICERS
The officers of the Worcester Polytechnic Institute Panhellenic Council shall be President, Vice President of Recruitment, Vice President of Activities, Secretary, Treasurer, Public Relations, Scholarship, Judicial, Fundraising, and Webmaster.
The officers shall be representatives from fraternities holding regular membership in the Worcester Polytechnic Institute Panhellenic Council. Representatives from fraternities holding associate membership shall not be eligible to hold office.
The officers shall serve for a term of one year. The term of office shall begin C-Term of the college year.
The office of Fundraising and Webmaster hold voice but no vote.
Delegates for the Panhellenic Council shall be selected from their respective fraternity chapters to serve for a term of one year starting in C-Term of the college year.
When a delegate vacancy occurs, it shall be the responsibility of the fraternity concerned to select a replacement within two weeks and to notify the Panhellenic Council Secretary of her name, address, telephone number, and email address. During a meeting of the Panhellenic Council when a delegate vacancy exists, the alternate delegate of the fraternity concerned shall fulfill the duties of the delegate in all cases.
ARTICLE V. MEETINGS
There shall be two types of meetings: Regular and Special.
The Worcester Polytechnic Institute Panhellenic Council shall hold one regular meeting per week unless the Panhellenic Council deems otherwise. The Panhellenic Council shall hold at least three meetings per month.
A special meeting of the Worcester Polytechnic Institute Panhellenic Council may be called by the President when necessary and shall be called by her upon the written request of any regular or associate member fraternity of Worcester Polytechnic Institute. Instances for such meetings may be when an infraction occurs and needs immediate attention, if a severe problem with one of the Panhellenic officers occurs, or another instance of equal importance as deemed by the President of the Panhellenic Council. Instances for such meetings exclude the approval of T-shirt and flier design, which should be attended to during regular weekly meetings.
The delegate from each regular or associate member fraternity shall be responsible for notifying her chapter members of all regular and special meetings of the Worcester Polytechnic Institute Panhellenic Council.
ARTICLE VI. THE PANHELLENIC EXECUTIVE BOARD
The Panhellenic Executive Board shall be the administrative body of the Worcester Polytechnic Institute Panhellenic Council. It shall be the duty of the Panhellenic Executive Board to administer all business related to the overall welfare of the Worcester Polytechnic Institute Panhellenic Council and to compile rules governing the Panhellenic Council, including recruitment and pledging, which do not violate the sovereignty, rights, or privileges of member fraternities.
MEMBERSHIP – The Worcester Polytechnic Institute Panhellenic Council shall be composed of one delegate from each National Panhellenic Conference Fraternity chapter at Worcester Polytechnic Institute, chapter presidents, and Panhellenic officers.
OFFICERS – The officers of the Worcester Polytechnic Institute Panhellenic Executive Board shall serve as the officers of its Panhellenic Council. These officers shall serve as the executive branch of the Panhellenic Council and shall have such powers and duties as are prescribed in the by-laws of the Worcester Polytechnic Institute Panhellenic Council Constitution. The executive officers include Panhellenic President, Vice President of Recruitment, Vice President of Activities, Secretary, Treasurer, Scholarship, Public Relations, Judicial, Fundraising, and Webmaster. The offices of Fundraising and Webmaster do not hold a vote but hold voice.
MEETINGS – Regular meetings of the Panhellenic Council shall be held at a time and place established at the beginning of each college term. Special meetings of the Panhellenic Council may be called by the President when necessary and shall be called upon by the written request of any member delegate or chapter president to the Panhellenic Council.
VOTING –
A. The voting body of the Worcester Polytechnic Institute Panhellenic Council shall be its Panhellenic Executive Officers.
B. Two-thirds of the voting members of the Panhellenic Council shall be required for the transaction of all business, including the establishment of recruitment rules, total, and expansion. In the case where there is a tie, the President shall make the final decision.
VOICE –
The delegate and chapter president from each fraternity in the Panhellenic Council shall have a voice but no vote.
The offices of Fundraising and Webmaster have voice but no vote.
ARTICLE VII. PANHELLENIC ADVISOR
The Panhellenic Advisor shall be chosen by the administration, the Panhellenic Council and the Alumnae Advisory Council, or the Alumnae Advisory Council. She shall serve in an advisory capacity to the Worcester Polytechnic Institute Panhellenic Council.
ARTICLE VIII. STANDING COMMITTEES
Such standing committees and special officers necessary to carry out the work of the Worcester Polytechnic Institute Panhellenic Council shall be appointed by the executive board to serve during the tenure in office of the board, which appoints them.
ARTICLE IX. UNANIMOUS AGREEMENTS AND POLICIES
All members of the Worcester Polytechnic Institute Panhellenic Council shall act in accordance with the fundamental rules and policies established by the National Panhellenic Conference in the UNANIMOUS AGREEMENTS.
ARTICLE VI, Section 1, D refers to each NPC chapter having a vote to establish a new NPC recognized chapter to WPI.
All Worcester Polytechnic Institute Panhellenic Council rules and policies shall be in harmony with those currently established by the National Panhellenic Conference.
ARTICLE X. VIOLATIONS
Violations of any regulations of this Constitution or its related Bylaws, Recruitment Rules, rules concerning matters other then recruitment, National Panhellenic Conference UNANIMOUS AGREEMENTS shall be the occasion for penalties established by the Worcester Polytechnic Institute Panhellenic Council in conformity with those recommended by the National Panhellenic Conference.
Any dispute growing out of the violation of the Panhellenic Council rules and regulations shall be adjusted through arbitration principles of the national Panhellenic Conference.
ARTICLE XI. AMENDMENTS
This Constitution may be amended by two-thirds of the voting members of the Worcester Polytechnic Institute Panhellenic Council, providing notice of the proposed amendment has been given in writing at the preceding regular meetings.
